“The idea was it should be more like horse riding: You want to really be free and not be controlled by these things – it should be the other way around. I want to control it. If there’s a risky situation coming up, the bike knows it and if I don’t react in time, the bike will sort itself out.”

Huge reserves of underground water in some of the driest parts of Africa could provide a buffer against the effects of climate change for years to come, scientists said.

They estimate that reserves of groundwater across the continent are 100 times the amount found on its surface, or 0.66 million cubic kilometres.

Writing in the journal Environmental Research Letters, they cautioned, though, that not all these reserves can be accessed.

Where they can, small-scale extraction using hand pumps would be better than large-scale drilling projects, which could quickly deplete the reservoirs and have other unforeseen consequences.

Groundwater is no panacea for Africa's water shortages but it could form an important part of a strategy to cope with an expected sharp increase in demand for water as the continent's population increases.

Even now, some estimates put the number of Africans without access to safe drinking water at more than 300 million and only 5 per cent of arable land is irrigated.

‘It is not as simple as drilling big bore holes and seeing rice fields spring up everywhere,’ said Dr Stephen Foster, a London-based senior adviser for aid group Global Water Partnership and an expert in groundwater issues.

‘In some places it could be economically and technically feasible to use groundwater to reduce crop loss, but I would question whether that is true everywhere. It will need detailed evaluation.

Foster noted that projects have failed due to cost and logistics problems.

‘In northern Nigeria there have been groundwater irrigation projects that have failed because of the rising cost of fuel - a major factor in drilling costs - and distribution difficulties.’

The researchers say some of the largest deposits are in the driest areas of Africa in and around the Sahara, but they are deep - at 100 to 250 meters below ground level.

‘Water levels deeper than 50 meters will not be able to be accessed easily by a hand pump,’ said the study, led by Dr Alan MacDonald of the British Geological Survey. ‘At depths greater than 100 meters the cost of borehole drilling increases significantly due to the requirement for more sophisticated drilling equipment.’

The amount of water a borehole yields is another key issue. A small community hand pump needs a borehole with a flow rate of 0.1 to 0.3 litres per second. For large-scale irrigation, the rate needs to be much higher, say around 50 litres.

Phoebe White, a water, sanitation and hygiene specialist for the UK Department for International Development based in Kinshasa, Democratic Republic of Congo, said hand pumps in the DRC cost up to $13,000 apiece but in some areas the aquifers are too deep and other pumps must be used.

In areas of DRC where drilling deep boreholes is required the cost can be around $130,000, although problems of accessibility and infrastructure can push that figure up, according to White.

Calow said a third of hand pumps across Africa have broken down due to a lack of maintenance.

Aid agencies gave the research a cautious welcome.

‘The discovery of substantial water reserves under parts of Africa may well be good news for the continent but it may prove hard to access in the near term and, if not sustainably managed, could have unforeseen impacts,’ Nick Nuttall, spokesman for the United Nations Environment Program (UNEP) in Nairobi.

Nuttall said over-abstraction exploitation of groundwater in Mexico City, for example, is undermining the foundations of buildings.

He said the focus of efforts to improve water supply should be on better collection and storage.

‘The fact is that there is already a tremendous amount of water available for Africa but it is rarely collected’.

A study by UNEP and the World Agroforestry Centre found there is enough water falling as rain over Africa to supply the needs of some 9 billion people.

‘Ethiopia, where just over a fifth of the population are covered by domestic water supply and an estimated 46 per cent of the population suffer hunger, has a potential rainwater harvest equivalent to the population needs of over 520 million people,’ Nuttall told Reuters.

Kathmandu, Oct 14 (IANS) India has beefed up security along its open border with Nepal at Birgunj city following tensions at the India-Pakistan border.

Indian security personnel have tightened security checks and increased surveillance at the border transit points apprehending infiltration by inimical elements from Nepal taking advantage of the open border, The Himalayan Times reported on Friday.

Security has been beefed up in Adapur, Ghodadana and Ghodasahaya in Bara district. The movement of four-wheeled vehicles through these transit points has been disallowed.

All vehicles, except ambulances and those carrying wedding parties, have been banned from plying through the border check points and other crossings along the No-Man's land, Indian officials said.

Security has also been tightened at Raxaul-Vishwa, Parsauni-Bhelai, Sirsiya-Raxaul, Janakitol-Inaruwa, Thori and Bhiswa-Thori transit points along the border with Nepal in Parsa district.

That, in fact, is the typical profile of some of the militants who conducted some of the most daring and dramatic fidayeen attacks in Kashmir since the beginning of this year.

It turns out that the two commandos who were killed in the EDI building were part of a group of eight (possibly nine) militants who infiltrated into the Kashmir Valley through the ranges above Bandipora last October.

The army has identified one of them as Maaz. The other was probably called Waleed, according to one of those involved in the identification. The investigators are not entirely sure about the younger second man. If he is Waleed, his adolescence has progressed from about a year ago. His face has filled out and he looks more like a grown man than the boy in the photograph the investigators have.
This particularly lethal group of eight or nine fidayeen are linked to some of the most high-profile militant encounters of the past year. These include the two attacks on the CRPF on the Anantnag-Srinagar highway and both the attacks on the EDI.
Dramatic welcome

Ironically, the group’s ingress into the Valley was connected with two of the most important men involved in militancy and counter-militancy respectively. One was Abu Qasim, the extraordinarily popular Pakistani militant who was based in south Kashmir until he was killed late last year. This group of eight or nine was so important that Qasim went to Bandipora in northeast Kashmir to receive them.
That’s where the key figure in counterinsurgency entered the picture: sub-inspector Altaf 'laptop' got wind of the fact that Qasim was going to Bandipora that day — 7 October last year. A double agent set up Altaf with that information. Qasim was ready for him with an ambush. He killed Altaf at a barricade on the road. Of course, Qasim too was killed a few weeks later, near Kulgam in south Kashmir.

By the time the EDI encounter ended on Wednesday, seven of them had been killed. As in the EDI attack, two of those eight were killed in each of three earlier encounters. Only one fidayeen was killed in one encounter. So only one, possibly two, of that extraordinarily lethal group probably remains.

Intelligence reports
According to those involved in countering the EDI attack, the police had intelligence since about last Wednesday that a fidayeen attack was likely in that area. There was a talk of the boys being on a motorcycle. Even a registration number was circulated to the forces.
A top army officer said the men probably wanted to attack a convoy on the highway and then go into the EDI building, which is strategically located right by the highway. He speculated that they must have reversed that plan after a heavy army and paramilitary deployment on the highway prevented them from attacking a convoy on the highway.

The director of the EDI is said to have turned down a proposal that a police or CRPF picket be posted in a room on the ground floor of this second EDI building (a hostel) after the main EDI building was destroyed during an earlier militant encounter in January this year. Much of the equipment that survived that attack had been shifted to the hostel building. It had been used until hartals and stone-pelting demonstrations prevented normal movement after 8 July this year.
Most people in authority, within Kashmir and even more so in New Delhi’s corridors of power, have been clueless about what has been unfolding in Kashmir. No action was taken to secure the place even after the intelligence reports about fidayeen last week.

By last weekend, the fidayeen boys were apparently under pressure from their handlers to act. They may have been ordered to enter the EDI building during the weekend so that they could use it as a base to initiate action. A senior officer said that a message from the fidayeen boys to their handlers across the Line of Control was intercepted early on Monday morning. Possibly, they planned to emerge from the EDI building to launch an attack on the highway.

Some soldiers who were on the road close by heard and reported the firing. That is when the encounter which lasted more than two-and-a-half days began.

The army laid one cordon, then a second. The fidayeen boys were well-prepared. They had set up piles of explosives on certain stairwells, ready to be blown up. And they had food and other stores with them. Early during the encounter, it was reported that three attackers were in the building.
Priority to avoid casualties

The army commanders were under pressure from political authorities, who were distressed that the stand-off dominated the media for such a long time. But the commanders’ had their priorities right: they were determined to avoid casualties, even if it took longer. What the brass feared most was the possibility that the men might slip away. That would have been a huge embarrassment.

A top officer went into the campus in a Caspar armoured vehicle. An IED mine was placed in the compound. Its deafening roar was calculated to disorient the militants.

The big question is: how many of the very many groups that have infiltrated since the beginning of this year comprise such extraordinarily trained commandos as the eight that came when Hamza killed Altaf, almost exactly a year ago.

KATHMANDU, Oct 15: Prime Minister Puspa Kamal Dahal has left for India  to participate in the BRICS-BIMSTEC Outreach Summit scheduled to be held in Goa on October 16.

He is heading an 18-member delegation to the Outreach Summit that will be preceded by a Retreat Meeting of the leaders of BIMSTEC also convened by Prime Minister of India Narendra Modi on the same day, the Ministry of Foreign Affairs said.

The Summit is expected to provide an important opportunity to explore areas of partnership between the two dynamic groups of countries.

Prime Minister Dahal will deliver statements at the Retreat and Outreach Summit on October 16. The Retreat of BIMSTEC leaders is likely to discuss matters pertaining to countering terrorism; addressing environment and climate change, disaster management; enhancing connectivity; promoting cooperation in agriculture, energy , trade, technology, tourism, poverty alleviation and people-to-people contact. The Retreat is expected to adopt an outcome document for promoting regional cooperation.

The Prime Minister is scheduled to have bilateral meetings with leaders of the BRICS (a common forum of five emerging countries: Brazil, Russia, India, China and South Africa) and BIMSTEC (the Bay of Bengal Initiative for Multi Sectoral Technical and Economic Cooperation) countries on the sidelines of the Summit.

According to the Ministry of Foreign Affairs, Dahal is scheduled to visit Chinese President Xi Jinping on Saturday evening and Indian Prime Minister Narendra Modi on Sunday.

During his scheduled meeting with Chinese President Xi Jinping, the Prime Minister is likely to request Mr Xi again for Nepal visit, Foreign Minister Dr Mahat briefed the media about it at a press meet organised here on the eve of the Prime Minister's travel to India.

The Prime Minister will have bilateral meetings with Russia's President Vladimir Putin, Sri Lankan President Maithripala Sirisena, South African President Jacob Zuma and Bhutan's Prime Minister Tshering Tobgay.

Prime Minister Dahal is accompanied by his spouse Sita Dahal. Other members of the delegation include Minister for Foreign Affairs Dr Prakash Sharan Mahat, Foreign Secretary Shanker Das Bairagi, Secretary at the Office of the Prime Minister and Council of Ministers Tanka Mani Sharma and other senior government officials.



In the Nahr-e Saraj area of southern Helmand, where they are based, the Gurkhas celebrated in their Patrol Bases and Check Points, between patrols and operations, from the period of 14th to 17th October.

Dashain takes place each year in the September/October bright lunar fortnight. Many mythological stories are associated with the festival; the common thread is the triumph of good over evil.

The main celebration observes the victory of the gods – particularly the Goddess Durga – over the wicked demons that harassed mankind in the ancient times. The celebration traditionally lasts for 15 days but, whilst in Afghanistan, the Gurkhas observe just four days of the festival.

The Gurkhas set-up a small temple in each of their Patrol Bases for weekly worship and blessings. In August the Battalion Pundit (Hindu Chaplain) visited the Gurkhas in Nahr-e Saraj, holding temple services and blessing each soldier with a tikka (red dot on the forehead).

During the Dashain festival, offerings of fruit are placed in the temples and services held each morning for the soldiers. Many Gurkhas are seen with red tikkas during Dashain – blessings for safety and prosperity as they approach the end of their operational tour and return home to their families.

Major Khusiman Gurung said: “It means a lot to the boys and families – even though they are not together – to be able to celebrate the festival in the traditional way. We have managed to put together a small gift box for each member of the Battalion with items bought from Nepal with donations from the UK Gurkha community and the Brigade of Gurkhas Regimental Association. The boxes include a greeting card from their loved ones at home, a topi hat and dried fruit. The bags will be presented to the soldiers by senior Gurkhas in the Check Points and Patrol Bases.”

For the last six months the Gurkhas have formed the Combined Force Nahr-e Saraj battle group, working with the Afghan forces to protect the local population. In a predominantly agricultural area of Helmand, the Gurkhas’ progress has been acknowledged by Commander ISAF, General David Petraeus, who visited the Battalion at the end of last month.

During his visit Gen Petraeus learned of the Gurkhas’ successes achieved through a dedicated approach to understanding the population in the local area. The Gurkhas have brought security to a number of villages and established a number of development projects for the community; including the construction of a road joining the main towns of Gereshk and Lashkar Gah.

KATHMANDU - Nepal ranks 72 out of 118 countries in a recent report published by the International Food Policy Research Institute's (IFPRI) Global Hunger Index (GHI). The Himalayan nation, however, needs to focus on reducing maternity rate and institutionalize policies to tackle stunting of children under five.

The GHI score for Nepal stands at 21.9 and it is still rated a serious 'hunger' level. The positive side is that Nepal had a score of 29.2 in 2008 and has decreased by -7.3. The report suggests that Nepal can improve its position by improving its capability on food security, focusing on malnutrition and undernutrition.
